CMAP - Equity
This is the focus area for you if you want to explore these questions:
- How can we design all climate strategies and associated actions to improve the equitable distribution of the benefits and costs of the changes being made?
- How can our plan result in benefits that minimize negative impacts for all community members, including those who have historically been disadvantaged?
It is anticipated this area will develop methods of outreach and engagement to support full participation in the creation of the Climate Mobilization Action Plan.
Topics might include:
- New ways to engage with the community
- How climate action can also build equity and resilience
- Other ways equity will be essential to Boulder's planning and action

Create & Train Youth as a Support Center
Students from all districts could learn various skills relating to the greening of homes and transportation that they can pass on to their neighbors. The team would also act as liaisons to their communities to make sure all voices are heard. Training could be created for tasks and routines that could be barriers for many families, including: programming a thermostat, how to recycle and compost, assembling electric bikes, carbon farming, drip systems, using charging stations for e-vehicles.

Use an existing Environmental Justice framework to underpin all action planning.
This will insure all planning respects established principles of Environmental Justice. An example of such a framework can be found in the 17 principles of Environmental Justice established in 1991 by First National People of Color Environmental Leadership Summit. Another example are the Jemez Principles from the Southwest Network for Environmental and Economic Justice in 1996.

The City of Boulder should adopt the UNFCCC's Action for Climate Empowerment
The Action for Climate Empowerment (ACE) is an international framework from the United Nations Framework Convention on Climate Change. As far as I know, this has yet to be adopted on a local scale, but adopting this framework would contribute to increasing equity in terms of Boulder's climate action response. ACE strives to include ALL stakeholders at the table to discuss issues of climate justice and action through education, training, public awareness, public access to information, public participation, and cooperation across levels of government. What could this look like for Boulder? The City should consider hosting several different workshops with members of the community and ENSURE that members from all different backgrounds are included. In these workshops, members would discuss ways for the City of Boulder to support climate resilience, education surrounding climate, and most importantly, how to support underrepresented communities that are and will be disproportionately affected by climate change. If the City of Boulder is serious about equitable change, they should consider following the United Nations Framework. Equity The idea is combine ideas in the other focii to have an Equity component.
Examples are: 1. If an energy idea involves installations, such as solar, the Equity element would be training under-served populations in the installation process. Van Jones and Grid Alternative come to mind. 2. If we are improving building energy efficiency, then the VoTech or local Community College might develop a curriculum to certify skill development in building energy efficiency. 3 If the idea is to increase community resilience then the Equity component could be training in building Microgrids. 4. If the issue is affordable housing, we could associate job creation with affordable housing creation. 5. If it is transportation we could be training up electric bicycle technicians as well as creating electric bicycle manufacturers. Creating equitable jobs can only improve community relations, help develop a circular economy, deepen our local economy and lower the cost of implementing other solutions by attracting community training grants.
